How much education is needed to neuter/spay a cat?

You could have 27000 vet schools, and all spay/neuter services could be free, and the cat and dog population would still be out of control. It has very little to do with cost and availability, and everything to do with responsibility. People just *don't bother* to take their pet in, or don't care that there are millions of animals euthanized each year due to lack of homes. Most areas already have low-cost services, and they are very much under-utilized.
