Why are some people so sure gas prices will go up after the election?

I just don't see the correlation. Whoever is elected doesn't even become President until January and it's not like they can change things right away. So why is it that so many people keep saying that these wonderfully cheap gas prices are only temporary until after the election? Or, is this babble just in my neck of the woods?
