At what age should your child learn to read?

I'm trying to teach my toddler how to read. i think its the most important thing to me. she already knows her abc's and she can count to 15. she can also count in spanish(thanks dora!) shes not potty trained. im having difficulties with that. but when exactly should she be reading? any stories?
