Custodial parent paying child support to non custodial parent??

So here is my dilemma, my husband and I have custody of his 2 sons because the kids "egg donor" could not take care of them, nor herself. we went through the riverside county child support office here n california, and for a while they were garnishing her paychecks, but then she got fired because she was using the company truck for personal use. so she went on unemployment. because she only gets a little over 700 a month from unemployment. they want US to pay her because of a hardship!! She never sees the kids, and even on the court paperwork it states that she only has them 15% of the time. My husband brought in a decent amount this year, and they went off of that, but they did not go off of our bills or school expenses or anything else that we have to pay. we can hardly make our bills each month now because of the economy. my husband haas not been working as much lately. I want to go to the newspapers, and news stations on this. Please someone help me. I don't know what to do about this!!! This is the most unfair and most ridiculous thing I have ever heard. Seriously I have never heard of such a thing!
