My girlfriends ex bfs mom works for the a big town in my county and her son is basicially invincible?

everytime he goes to jail for threatening my gf hes out the next day and they dont have to bail him this has been happening for awhil;e now...and its only because his mom knows people for the city..is there anyway to prevent this from happening? he threatened her life with a gun and he was in jail for not even a day didnt even have to pay a bond...and she wants to get him in jail so that he cant be taken out...is there anyway to do this for further occurences..plz help me...
